2017 Battle on the Border Tournament Rules
 

  1. Laws of the Game

 
All matches shall be played under the laws recognized by the USYSA/FIFA, except as noted below.
 

  1. Eligibility

 

  1. Age divisions will be determined according to the USYSA birthday eligibility date of August 1st.

 

  1. Maximum roster:

 

  1. U9 and U10 have a maximum roster of 14 (7 v. 7)

 

  1. U11 and U12 have a maximum roster of 16 (9 v. 9)

 

  1. U13 through U14 have a maximum roster of 21 (11 v. 11) 
  2. U15 through U19 have a maximum roster of 22 (11 v. 11)

 

  1. Up to [4] guest players are allowed.  Any team using guest players must have a state guest player form.  All players in the competitive portion of the tournament must have a valid USYSA player pass and be listed on the official, signed team roster received by the Tournament Committee.  An official league roster must be supplied for all recreational teams.  No other forms of identification or registration will be accepted. Any exceptions must be cleared by the tournament directors before the start of the tournament.

 

  1. Medical Authorization / Release must be signed on behalf of ALL players and must be presented at the time of registration.

 

  1. Non-Wisconsin teams must present official approved State Permission to Travel forms.

 

  1. All teams will be notified of their acceptance into the tournament.  Submission of an application does not guarantee acceptance. 

 

  1. Duration of Matches and Other Related Information

 

  1. Each U9-U14 game is scheduled as [2] 25-minute halves with a 5-minute half time rest.  Each U15-U18/19 game is scheduled as [2] 30-minute halves with a 5-minute half time.

 

  1. The Tournament Committee reserves the right, due to inclement weather or other extraordinary conditions, to take any or all of the following actions:

 

  1. Relocate a match,

 

  1. Shorten a match up to 50%,

 

  1. Cancel a match.

 

In the event of rain, the games will continue.  If, in the opinion of the Tournament Committee, the rain becomes extremely heavy or lightning is sighted, the referee will indicate that the games are temporarily suspended.  Information regarding game resumption will be available in the team registration area.  Each team is asked to send only one representative.  When conditions improve, the games will be resumed.
 

  1. A team must consist of a minimum of [7] player.  Teams arriving late may be subject to discipline by the Tournament Committee.  Teams failing to appear will be subject to discipline by the Tournament Committee and will be reported to the team’s home state association.

 

  1. Teams must arrive at the field at least 30 minutes before the scheduled time of their matches to allow for check-in by the field marshal.

 

  1. No on-field warm-ups are permitted in order to protect the fields.

 

  1. Equipment

 

  1. The team listed first is the home team and must provide a game ball and change jerseys in case of color conflict.  Field Marshals will assist recreational teams lacking numbered alternate jerseys.

 

  1. Shin guards must be worn during all matches, and socks must cover the shin guards.

 

  1. According to WYSA rule, casts are permitted in the opinion of the referee.  Players is allowed to pad or cover the cast.  Earrings, jewelry and wristbands are not permitted. 
  1. The referee’s decision on all other equipment is final.

 

  1. Substitutions

 

  1. Substitutions will be in accordance with USYSA rules.

 

  1. Any player who receives a red card MUST leave the field and cannot be substituted.  They shall be suspended for the remainder of the match and a minimum of the player’s next match.

 

  1. Protests

 
Referee decisions are final.  No protests will be accepted.
 
 

  1. Scoring

 

  1. Playoff rounds: teams with the most points after [3] preliminary matches:

 

  1. Win = 3 points

 

  1. Tie = 1 point

 

iii.   Loss = 0 points

 

  1. A team winning by forfeit will be credited with a 2-0 score

 

  1. In age divisions U11 and above, the team scoring the most points in its bracket will be in the playoffs.  In a 5-team division, the two teams with the highest points will receive trophies.  
  2. In the case of a tie, the following order will apply for qualification into playoff brackets or to determine a champion in a 5 team bracket.

 

  1. Head-to-head matches

 

  1. Most wins

 

  1. Fewest goals allowed

 

  1. Goal differential (goals scored – goals allowed), a maximum of plus four goals per match will be 
  2. Kicks from the mark (5 v. 5).  If the score is still tied, alternating kicks awarded.

 

  1. Awards

 
Individual first and second place medals will be given for each age division from U11-U19, as well as a team plaque.  Each player in U9-U10 will receive a participation medal.
 

  1. Championship Games

 

  1. In the event of a tie, [2] 5-minute overtime periods will be played to completion.

 

  1. If there is still a tie, the game will be decided by a 5 v. 5 shoot-out using players on the field at the end of the game.  If the score is still tied, alternating kicks by the remaining players on the field will be taken until a winner is determined.

 
 

  1. Coach, Player, Parent and Spectator Conduct

 

  1. All players and non-players are expected to demonstrate good sportsmanship, which is a critical goal of athletic competition.  Accordingly, harassment of officials or players will not be tolerated.  After warning the team’s coach, a referee may temporarily suspend or terminate any match for persistent harassment.  The Tournament Committee may declare a forfeit in such case.

 

  1. Coaches are responsible for the conduct of their players, parents and spectators at the fields and elsewhere in the community.  If the Tournament Committee receives complaints regarding the conduct of a team, it may ask individuals to leave the tournament area and may bar the team from future tournaments.

 

  1. Only coaches and rostered players are permitted on the team sideline.

 

  1. Disciplinary Rules

 
In an effort to curb misconduct and unsportsmanlike behavior, the WYSA has directed we include the following Disciplinary Rules.  All decisions of the Tournament Committee are final.
 

  1. Players who are sent off due to receiving a red card will be given the following suspensions:

 

  1. Serious foul play:  1 – 2 matches.  Additional offenses that result in a send off include: insulting or abusive language, receipt of [2] cautions (yellow cards) in the same match, and denying an obvious goal scoring opportunity by fouling an opponent or by deliberately handling the ball.

 

  1. Violent conduct:  2 – 3 matches.  Includes spitting at an opponent or another person.  The Tournament Committee reserves the right to suspend a player for the duration of the tournament.

 

  1. Any send-off will be reported to the WYSA in the post-tournament report.

 

  1. The Tournament Committee, who will render an appropriate decision as to further discipline, will review circumstances surrounding the dismissal of a coach or spectator.

 

  1. Players dismissed during the last match of the tournament for Serious Foul Play:

 

  1. Referees must report the offense and submit the send-off report and the player’s pass to the Tournament Director.  The Tournament Director must (1) include the description of the offense and conduct in the post-tournament report, and (2) must return the player’s pass to the offending team’s coach or manager prior to the team’s departure from the Tournament.

 
 

  1. Players dismissed for Violent Conduct:

 

  1. The referee must submit the send-off report and offender’s pass to the Tournament Director.  The Tournament Director must note the appropriate suspension or punishment in the post-tournament report.

 

  1. The referee must complete the Supplemental Referee’s Report and submit it to the Tournament Director immediately following the match along with the offender’s pass.

 

  1. The Tournament Director must forward the pass of the offender along with a copy of the Supplement Referee’s Report to the WYSA Office within 24 hours upon completion of the tournament.  If a Wisconsin team is involved, the WYSA will take appropriate measures.  If it is an out-of-state team, the WYSA will forward the pass along with a copy of the Supplemental Referee’s Report to the home state association of the offending team.

 

  1. Any circumstances not covered by these rules will be resolved by the Tournament Committee so as to promote the best interests of the tournament, the participants, and good sportsmanship.

 

  1. Refund

 

  1. Refunds will be made to any team that is not accepted to the tournament.

 

  1. There will be no refunds for teams that drop after they have been accepted.

 
 
 
 
NO PETS OR ALCOHOLIC BEVERAGES ARE ALLOWED ON THE PREMISES.  PARKING IN NON-DESIGNATED PARKING AREAS WIL RESULT IN MUNICIPAL CITATION.
